The Pennsylvania State Foster Parent Association is now officially the Pennsylvania State Resource Family Association (PSRFA). When the Pennsylvania State Foster Parent Association (PSFPA) was founded in 1974 it began as an organization that served only foster families and foster children. Several years ago, in an effort to serve the broader range of families who serve foster children, we expanded our families served to include adoptive and kinship families.
In 2004, the Pennsylvania Legislature passed the Resource Family Act which amended the Child Protective Services Law. The Resource Family Act defines a Resource Family as “A family that provides temporary foster or kinship care for children who need out-of-home placement and may eventually provide permanency for those children, including an adoptive family.” In light of the legislative developments, and in an effort to be inclusive of the foster, adoptive and kinship families we serve, we changed the name of our Association to reflect our progress.
By changing our name to the Pennsylvania State Resource Family Association, we now recognize all resource families – foster, adoptive and kinship - as well as the children they serve. We will also have more leverage as we advocate for the entire population who are taking care of the children in the child welfare system.
